Notables in an office make a toast just before going out into the street to visit the building site of some blocks of flats. They seem to be the council flats in the St. Louis du Bas Vernet neighbourhood in Perpignan. We can see the church, which is different today. Some shots appear to have been filmed not far from the ramparts.
